Overview:
Breast cancer is highly curable when detected early, but dense breast tissue, affecting nearly 50% of U.S. women, complicates early detection. Women with dense tissue face higher cancer risk, yet mammograms alone miss about half of these cancers. Additional screening methods exist but often lack insurance coverage.
Many states and insurers, including CMS, don't reimburse for these crucial screenings. That’s why our top priority is passing the bipartisan Find It Early Act. It requires insurance coverage for all breast cancer screening needed for early detection, regardless of breast density, and enables earlier detection of breast cancer in women with dense breasts or those at increased risk.

Summaries of 7 Bills We Support:
Find it Early Act (S 1410) - Senators Marshall, MD and Klobuchar and Reps. DeLauro and Fitzpatrick - to provide insurance coverage with no cost-sharing for those who require additional screening as determined by a health care provider, which is needed for 40-50% of women who have dense breasts. Technology such as an MRI, ultrasound, molecular breast imaging (MBI), contrast-enhanced mammography or other screening tool is required to determine whether cancer is present as mammogram alone cannot accurately diagnose it.
Access To Breast Cancer Detection Act (S 1500) - Senators Britt and Shaheen and Reps. Dingell, Wasserman Schultz and Fitzpatrick - to require insurance companies to cover diagnostic and supplemental breast examinations without cost-sharing.
Education and Awareness Requires Learning Young (EARLY) Act - Reps. Wasserman Schultz, Castor, and Dingell - to reauthorize current awareness and support campaign for women aged 45 and under first enacted in December 2014 for five years that expires at the end of FY2026.
Metastatic Breast Cancer Access to Care Act (HR 2048) - Reps. Garbarino, Castor, Fitzpatrick and Chu - to waive the 5-month waiting period for SSDI (Social Security Disability Insurance) and the subsequent 24-month waiting period for Medicare so eligible individuals with metastatic breast cancer can access Social Security and Medicare benefits much sooner.
Screening for Communities to Receive Early and Equitable Needed Services for Cancer Act (SCREENS for Cancer Act) (S 1866/HR 2381) - Senators Baldwin, Collins, Cortez Masto, and Klobuchar and Reps. Morelle and Fitzpatrick - to reauthorize the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) that provides breast and cervical cancer screening, diagnostic tests and treatment to underserved with limited income for fiscal years 2026-2030.
Triple-Negative Breast Cancer Research and Education Act (HR 1806) - Reps. Morelle and Bacon - to require the NIH director to coordinate research on triple-negative breast cancer and to develop and disseminate to the public and physicians information regarding triple-negative breast cancer.
Women Veterans Cancer Care Coordination Act (HR 1860) - Reps. Garcia and Brownley - to cover additional screenings and diagnostic imaging that includes 2D and 3D

The Find It Early Act, was introduced in the House and Senate with bipartisan support, thanks to Reps. Rosa DeLauro (D-CT) and Brian Fitzpatrick (R-PA) and Senators Amy Klobuchar (D-MN) and Roger Marshall (R-KS). This act would ensure all health insurance plans cover screening and diagnostic breast imaging with no out-of-pocket costs for women with dense breasts or at higher risk for breast cancer. DenseBreast-info.org was invited to participate in the press conference on Capitol Hill.
This bipartisan legislation would help address insurance barriers to breast cancer screening and lead to the earlier detection of breast cancer in women with dense breasts or at increased risk.

I am writing today as your constituent to urge you to co-sponsor the Find It Early Act (H.R.3086/S 5141), a bipartisan piece of legislation that would ensure all health insurance plans cover screening and diagnostic mammograms and additional screening for women with dense breasts and other high-risk factors, with no cost-sharing.
Early detection is key to the effective treatment of breast cancer – 99 percent of women who receive an early diagnosis survive it. Unfortunately, women often have to pay high out-of-pocket costs for additional screenings due to risk factors such as breast density or family history. Many women have a heightened risk of breast cancer but cannot afford the cost of screening and will choose to delay or forgo these crucial tests. This decision often leads to later-stage diagnoses when breast cancer is less treatable or possibly incurable and, therefore, terminal. The bipartisan Find It Early Act would eliminate this ‘hidden cost’ of breast cancer diagnosis by requiring private and government insurers to cover the out-of-pocket costs often faced by women who need additional screenings to diagnose their cancer. This policy change would increase the early detection of breast cancer, thereby saving countless lives and saving exorbitant costs of later-stage cancer care.
I urge you to co-sponsor this important piece of legislation that will help more women access essential and potentially life-saving screening services for breast cancer.
